Policy for Subcontracting Between the University of South Florida
and the H. Lee Moffitt Cancer Center and Research Institute

 

I. INTRODUCTION

The University of South Florida encourages cooperative research and creative scholarship activities with The H. Lee Moffitt Cancer Center and Research Institute. Such activities add to the general good of society and enable the University and The Moffitt to become a source of health care leadership in the State as well as the Nation.

II. DEFINITIONS

"Moffitt personnel": Moffitt employees with no affiliation with USF.

III. STATEMENT OF POLICY

The intent to subcontract for The Moffitt personnel who do not have an affiliation with USF must clearly be delineated in the sponsored research proposal. The proposal must include a detailed subcontract budget and a statement of intent to enter into an inter-institutional agreement. The University's indirect cost rebate and the Research Foundation's policy to The Moffitt will not apply to funds subcontracted to The Moffitt.

This policy is a supplement to USF Policy 0-302, Administration of Subcontracts and Subgrants.

IV. PROCEDURES

Subcontract budget guidelines:

  1. Salary and fringe benefit costs may be included in the subcontract budget if the costs are for The Moffitt personnel who do not have an affiliation with USF.
  2. Materials, supplies, equpment costs, and travel costs to support The Moffitt personnel may be included in the subcontract budget.
  3. An direct cost rate of 47.14% will be included in the subcontract budget on all direct costs except equipment.
