03/08/2013 In December I wrote about the exciting announcements presented at the Advisory Committee to the Director (ACD) meeting to address their recommendations on how to best support the future of biomedical research. I’ve blogged on some recent announcements related to the biomedical workforce here and here (and as described in December, there are more to come!). Additionally, details about some of the other initiatives resulting from the ACD working group on diversity were published in the NIH Guide in the beginning of February (see these announcements on the BUILD initiative and the NIH National Research Mentoring Network for more information). I also want to call your attention to a recently released request for information (RFI) related both to training and “Big Data” — the large, complex data sets that have come out of rapid advances in biomedical research, and that will continue to grow both in number, and in value in the future. |

| Diversifying the Training Experiences of the Biomedical Research Workforce
03/08/2013 I’m eager to tell you about another important biomedical workforce-related initiative that NIH is launching based on the Advisory Committee to the Director (ACD) working group recommendations. This initiative seeks to expand existing research training and allow research institutions to best prepare their trainees for a variety of research-related career outcomes. The ACD working group report showed that while almost half of US-trained doctorates work in academia, an increasing proportion of newly trained doctorates finds employment opportunities in non-academic sectors and in other research-related occupations. |

| NIH Operations Under the Sequester
03/08/2013 This morning I sent a letter to the signing officials at NIH-funded institutions about the sequestration order signed by the President on Friday. We have posted the letter on the Office of Extramural Research website and I am copying it here for your information. As we noted in the recent Guide Notice, NIH institutes and centers (ICs) will announce their respective approaches to meeting the new budget level at a later date. Links to these announcements will be available on the NIH extramural financial operations page. I will keep you informed as events progress. |

| Advance Notice: Revised Policy for Managing Conflict of Interest in the Initial Peer Review of NIH Grant and Cooperative Agreement Applications 12/17/2012 The NIH initial peer review process involves the consistent application of standards and procedures that produce fair, equitable, informed, and unbiased examinations of grant and cooperative agreement applications to the National Institutes of Health (NIH). The process, defined in regulation at 42 CFR Part 52h, is extended by policy to other types of applications submitted to the agency. |

| Upcoming Changes to Public Access Policy Reporting Requirements and Related NIH Efforts to Enhance Compliance 12/17/2012 With this Notice, NIH informs grantees that in Spring, 2013, at the earliest, NIH will delay processing of non-competing continuation grant awards if publications arising from that award are not in compliance with the NIH public access policy. The award will not be processed until recipients have demonstrated compliance. This change will take effect in tandem with NIH requiring the use of the Research Performance Progress Report (RPPRs) for all Streamlined Non-competing Award Process (SNAP) and Fellowship awards in the Spring of 2013 (see NIH NOT-OD-12-142). |

| Dear Colleague Letter - Issuance of a new NSF Proposal & Award Policies and Procedures Guide
12/17/2012 A new version of the NSF Proposal & Award Policies & Procedures Guide (PAPPG), (NSF 13-1), has been issued. The PAPPG is comprised of documents relating to the Foundation's proposal and award process and consists of the: a. Grant Proposal Guide (GPG) for guidance on the preparation and submission of proposals to NSF; and b. Award & Administration Guide (AAG) to guide, manage, and monitor the award and administration of grants and cooperative agreements made by the Foundation. This new version of the PAPPG will be effective for proposals submitted or due on or after January 14, 2013. |
