Why can't I negotiate my own contracts?

You are a vital part of the contract negotiation process. However, as an employee of the State of Florida, you are bound by certain regulations. Therefore, Research Proposal Services must approve all legal documents between University, employee, and Sponsor that have to do with research.

Who is UMSA?

UMSA is a corporation created by the College of Medicine and is part of the faculty practice plan. In addition to hiring employees such as clinical staff, they handle check requests and invoicing of the Research Foundation for pharmaceutical studies.

Why can't I receive money directly from the Sponsor?

As an employee of the State of Florida, you are prohibited from receiving pay directly from an outside agency. Therefore, all payments of research funds must be made to the University.

 
What is the Research Foundation?

The USF Research Foundation (USF-RF) was formed as a direct-support organization of the University in support of research operations. The USF-RF acts as the fiduciary entity for private contracts and grants. To learn more about the Research Foundation, please visit their website at http://www.research.usf.edu/rf/.


 
Why does the process take so long?

Our goal is to get a study up and going as soon as possible. Once we have a Letter of Agreement from the Sponsor, we strive to get it approved within 30 days. In order to meet this goal, there are several steps that must be taken. To speed up the contract process, the University has worked out several "Master Agreements" with some of the largest pharmaceutical sponsors. You can help with the speed of the process by getting information to us right away, sending forms in promptly, and getting signatures promptly.
